This phrase has its roots in ancient history, as a Roman poet called Juvenal wrote satires during the 1st and 2nd century, where he wrote it in Latin.
In Latin, the phrase translates to ‘Quis custodiet ipsos custodes’, which means ‘who will guard the guards themselves?’
The idea behind the phrase is that enforcing justice on those who are delivering it can be difficult. It also introduces the concept that those policing should be policed.
